Guru Consulting is seeking an experienced Compensation & Market Study Consultant to lead a comprehensive salary and compensation benchmarking study for a Texas municipal government. The consultant will evaluate compensation across city departments, electric utility operations, and sworn public safety positions while providing strategic recommendations for recruitment, retention, and long-term workforce planning. The study is expected to survey 10-12 comparable Texas public entities and deliver a final executive report with in-person presentation to city leadership.

The selected consultant will:
Conduct a comprehensive compensation and salary market study for the City of Bryan.
Benchmark base pay and total compensation against comparable Texas municipalities.
Survey 10-12 public sector organizations across agreed geographic regions.
Analyze approximately:
30-40 General City positions
20-30 Electric Utility positions
Up to 10 Police & Fire positions
Develop job matching methodology and validate comparable positions.
Identify compensation gaps, recruitment challenges, and retention risks.
Prepare a detailed compensation analysis and executive recommendations.
Present findings to Human Resources and executive leadership in person.

8-10+ years of compensation consulting or HR advisory experience.
Experience conducting salary market studies for municipalities, utilities, or public sector organizations.
Strong knowledge of:
Compensation structure design
Pay equity and salary benchmarking
Job evaluation & classification
Workforce planning
Excellent analytical, reporting, and presentation skills.
Experience working with executive stakeholders and HR leadership.
